Data card not working

My uncle had bought me the card 7 months ago... its speed was told to be 236kbps... but now its speed oftenly becomes 50kbps... and shows the 619 error almost all of the time... this is just a direct loot... sirji ..if u are not giving the service properly then just don't make such products...
