Billing Problem

I have recieved a bill (BP No. :4000031725) with Invoice No: 100002509625 dated: 03.08.2010 with an amount of Rs.1962.47 /-. Meter reading is given from 16/3 to 15/7 (4 months). Out of this 4 months we were out of station for around one month (25 days). So the bill amount of Rs.1962.47 is given for around 3 months (Rs.654/- pm).

Rs.654/- per month is too high. Regarding this I had sent one email to their customer care email id on 12/8. But no reply so far. What should I do?
