Non refund of execess income tax amount

Respected Sir,

My income tax was deducted from narora atomic power station, narora (u.p.) stuated in buland shaher distt. i.e. an amount is Rs 4000/- for the assesment year as i was posted as manager (H.R.)at NAPS, narora.i have reqested for the refund of same, but 5 years have passed till date the said refund is not made to me.
