Income Tax TDS Refund
Didn't get TDS Refund from last two consecutive years

My PAN no is AGYPA5302M.I didn't get any refund for the excess TDS paid for last two financial years. Details are as below.

Reciept no for year 2009: 2121004271, Refund Amount: Rs 9322, Date:29 July

Reciept no for year 2008: 2121012884, Refund Amount: Rs 5746, Date: 29 Nov

If their is penalty against people who don't submit their taxes on time, Why there is no penalty on IT officers who block people's money for such a long period and ask for money to release the refund...??
