Cylinder not received

Dear si.

I have book my cylinde on 20/02/09 till date 01/03/09 cylinder not delivered. They says that minimum 10 days will happen to deliver cylinder due to holliday of sunday.how is it possible sir? where i talk to IOC customer care he is answer to me the rule is that we have to deliver cylinder within 48 hr. in normal position.
