Denying refilling

I have indane gas connection since as iam not having ration card your disrtributor deny to refill my gas what is the remede for this problem if i am not able to show my ration card ho can i refill my gas and how can i cook, when i contact your distributor office (shree chella agencies) they told me to buy from grey market or change ur connection tocommercial .is this remede

if i want to apply for ration card it will take more time to get the meantime how can i cook without refilling, pls take may complaint and if possible reply
