Getting additional cylinder (2nd)

I have got indian gas connection in the year 2005. my consumer no is 19047. At the time of getting the connection, i have recieved only one cylinder, provided assureance that, i will get the 2nd cylinder after two months. It is almost three years completed and whenever i enquire for this, their reply is, you keep of trying, now we are not issuing any cylinders.

I want to get a solution for this and i require 2nd cylinder at the earliest. I am from Baroda. I have got connection through agency at Baroda. what should i do now?
