Non-Delivery of Monthly subscribed magazines

The Indian Postal Service provides the poorest service I have experienced so far. I had registered for a "Banking Service chronicle" course for Rs. 3500 which included my monthly magazines of BSC. For the las 4 months I had not been receiving those and every month I called up BSC and blamed them for their negligence inspite of their convincing me that the magazines were despatched. This time I got the proof hand in hand when I went upto my letter box, I could find a half torn envelope (1 side of the envelope only) bearing my name and address and parcel no. from BSC; however, the content was a marathi daily for some other person of another locality.

Is this my fault that I am paying Rs. 3500 for this torn envelope. On top of that the postman takes Diwali donation and also donationfor brininging my first lot of books from BSC... This is simply frustrating. Please help me get my magazines which they have misplaced and also the future issues.

The torn envelope cover bears a reference number 73/MS/08/PO/2K9 above my address.
