Non cancillation of ticket due to late trin

I was book a ticket vide PNR no. 622-2248524 and on the journy date the train is late. I just want to cancilled the ticket and refund my balance after the deduction as per nors. But in spite of several efforts i`m not able to cancille the above ticket online. The cause is thath"The chart was prepared for this ticket you can not cancel this ticket." At the time of report the train is not arrived. So please give me more instruction for the refund after cancillation.
