Ticket not issued instantly in bhubaneswar howrah jansatabdi express 2073/2074 from cuttack to kharagpur and back

Ticket in train 2073 and 2074 are not issued to the passenger from cuttack to kharagpur and back instantly on day of journey which was previously issued. Though a lot of monthly pass holders are allowed to travel in that train.this is creating a lot of problem to the passenger.
