SNATCHING AWAY OF GOLD ORNAMENTS, GOVT ISSUED DOC. OTHER VALUABLS

Sirs & Madams!

I have boarded train 5646 (GHY LTT EXP) with my family from Guwahaty on 01/11/09 to travel to Mumbai. with RAC TICKET in Sleeper class. (S-2 RAC 7, 7 & 15)

After KAHALGOAN stn while the train was still running a thiet had snatched away a lady hand bag from my wife's hand- containing Gold Ornaments, Govt. Document (CDC -issued by Dir. Gen of Shipping), ATM cards, Mobiles, Spect, House keys, Expensive Amway products, Train Tickets, and some other valuable papers as well. All hppened in few seconds in broad daylight in afternoon and thief jumped out.

Immediately Trains alarm was pulled but train did not stopped, though tried pulling from several locations unfortunately train didnot respond at all. Along with few fellow passengers ran up to several coaches to find Security, guards or army or GRP but could not find any body on board After 15/20 min. running Train stopped at EKCHARI STN as routine. The matter was brought to Station master's notice and enquired about both the problems of Alarm malfuntioning and nonavailability of security on board as well as my losses. The station master immediately confirmed to us by communicating through VHF set right in front of us that no SECURITY / GRPF were available for that train. It was also informed to me that the thief would possibly be one MR. MADHU PASWAN with whom they are familiar with. it seems.

An FIR was lodged there, FORCES from both sides are initiated to catch the thiet - as per the master and the train resumed its journey assuring to me that the thief can be easily cought and matterials return to me without delay and GRP Personnel at Bhagalpur stn will once again record the FIR. On reaching BHAGALPUR STN nobody from the GRP turned up but after hue and cry Mr. Ravi Prakash as GRP In-Charge, Bhagalpur came and recoded the FIR. He had confirmed that the Mr. MADHU PASWAN is the thief and they are following it. Very confidently he assured to me that the thief will be easily caught as within half hour of the incident Forces are behind him and he can not run far off as the area is paddy field and water all arround for vast area and the train was allowed to resumed with much relief on that assurance. On reaching Lokmannya Tilak another complain was filed as instructed.

On enquiry to Bhagalpur GRP in charge Mr. Ravi Prakash so far, Mr. Mdhu Paswan, the thief is left the village and it is very unlikely to catch him so quickly - he said. THIS HAS GENERATED SEVERAL QUESTIONS IN MIND regarding the working style. efficiency, attitude of the total forces there!

But my question here is: On enquiry to several railway officials I was told that if the items are caught I may get those things back other wise. No way to get it back or no provision or rule to claim or ask for compensation even. How it is possible? Why the safety of property is left to the passengers alone while so many criminals . thieves, gangsters are allowing to board and travel freely. Why the Alarm system is not made mandatarily required to be operational at all times? Why the Forces / GRP / or some security personnel is made mandatary requirement to be on board the train during the running??? Should the Alarm system be functional / responded and security were present the thief would have easily been caught and I might have not lost all these as my coach was just close to Engine. And why the Railway should not take care the personnel belongings of passengers???

Please advise as how to get back my things or get compensated. I brought all these from home town of Imphal to fund my treatment for Cancer at Tata Hospital. Mumbai, to be admitted on 16/11/09.

The Govt. document is also extremely important.

I am helpless and request for your kind advise in urgent.
