Lost traveling bag poor response from railway staff and GRP staff

Sir,

With respect my self Debashis Das. Vill- Chharuht, P.O- Nilgunj Bazer, P.S- Amdana, Kolkata-700121. I booked my railway ticket on 27.03.2010. on HWH-DIL KALKA Mail (2311) for travel form Howrah to New Delhi. My ticket No -38199949 and PNR No- 613-9859118. When I was booked my ticket it’s status was WL/186 on 29th march the day of journey my seat position was S12/REC-39. on 30th march near about 5:15 p.m on station Tundla, I was take tea with other two passenger from IRCTC stall from platform. The passenger seat No- S/12-40 distributed the tea cups. After taken the tea I went on unconscious. On 31st march in the morning the inspector RPF of KALKA found me unconscious in the train at Kalka. The Inspector admitted me at Railway Hospital Kalka and railway doctor kept me observation and treated me very well. 1st April (in about 38 hour) I recover from unconscious situations slowly. When my sense will come I knew that my traveling bag was lost. Witch contained two ATM card SBI – A/C No4987229, AXIS A/C No- 02110100577441, PAN Card – ANQ PD8739G, Voter Identity Card – MGS1599927, some self photo, some essential official document, Two No Mobile phone NOKIA 6600& 6030, sim cards 9555295080, 9813984388, 9017856675, 1no MP-3 Player, some self garments. I asked to the RPF inspector in about my bag but they unaware about it. Then I will try to lodge the FIR and a written complain against to the passenger who was served the tea cups. Whose seat no was S12/40. The RPF Inspector KALKA send me to GRP police station (Railway) KALKA for register FIR. GRP Police Inspector did not take FIR. They told me that your ticket up to New Delhi, so they can’t lodge the FIR. After that day 2nd march I went to lodge FIR at New Delhi Railway Station but the GRP Inspector also refused to taken any FIR, I repeatedly request but they refused me and they are behave with me so rough. Now I am totally upset and despond.

Sir I want to know what is the duty of GRP and FIR? If they are not support to us.

My humble request to you please taken stern action in this regard.
