Indian Railways not refunds TDR for over 8 months

It is over 8 months... I did not get the refund of my ticket as I had to cancel the journey due to late arrival of train... I booked online ticket through IRCTC and filed TDR with IRCTC support staff on phone... each time I call IRCTC, I am told that they have forwarded my case to Railways and as soon as they will get refund from Railways, they will transfer it into my account... It seems that Indian Railways is not willing to refund the amount... otherwise what would be the reason of making it this much delayed... can anything be done legally so that Indian Railways stop doing this with with consumers? Or should I beleive that there are no laws when consumers are cheated by a Govt. orgnisations like Indian Railways?
