No clearty of waiting Railway ticket

I had booked 3 AC ticket for Jaipur in waiting. this ticket could not confirm upto boarding and TC (Ticket collector) did not allow me to boarding in coach. so i had to travel in another ticket of sleeper oach which i taken for backup. when i went to cancellation counter after travelling, they denied to cancel.

same thing happened again from Jaipur where i had booked AC 3 tier in Tatkal but could not confirm in chart which was prepared few minutes before only from train departure, so could not cancel.

i visited central mumbai also for refund, but after two hour in queue, they denied me to cancel.

pls do the needful to refund my tickets.
