Travel in coaches which had been withdrawn

I was travelling from puri to asansol on train no 8449 ac 3tier coach pnr 6226399279. the coach had side middle coach which was withdrawn from 1st january.the passenger list had only 32 seats alloted.but the tte was allocating the other berths.the other ac3tier coach had the normal seting arrangement.
