Complaint against unauthorised industry setup in residential premises

I am owning a plot in residential area whereon i have constructed 2 floors. I am residing on first floor and Ground floor I let out to one individual around 6 years ago. That tenant is running unauthorised factory in that rented space. Kindly help me in finding out the foroums where I can lodge complaint against the said problem.
