Regardsing Duplicate passport

My name is kuldeep Singh i am leaving in Dobeln 04720 Germany since 10 yrs. i have lost my passport in December. for that i have report to nearer est police station. i applied for duplicate passport in Indian embassy Berlin at 20.01.2003.and submitted all required document along with that application. Receipt no is 13625.after that i visit many times but they don, t responce

but i didn't received passport or any information from embassy until now. after more than five year due to passport i am not able to visit my family member to India.recently i got massage that my mother is very serious & she want to see me at least once.

I request you kindly help me to get my passport early as possible.
