Refund pending for more than 1 yea

I had booked 3 tickets from Delhi-Agra, which were waitlisted at the time of booking.

One out of the 3 tickets got confirmed 4 hours before travel and I called up the IRCTC call center to cancel the tickets.

Inspite of my call, they did not cancel the ticket. Later I filed a TDR for the refund of 3 tickets as no had travelled on this ticket. This complaint was filed on 13 Aug. Till date I have not received the refund of Rs. 2100 inspite of several phone calls and emails to their various departments.
