Did not receive Result

Hi, I am not sure that is the right place for my complain but you you can at least guide me after reading my issue bellow ..I am helpless please help me.

My younger sister completed her BBM from One of the collage of the same university in Kolkata.

She got results and mark sheets for all the semesters (1 to 5).but even she gave her final Sem Exam on till now (2010 MAR) she did not got her mark sheet or certificate.

We visited and complained several times to the collage but did not receive any help ..If we push them. The Staff Replies that " DO NOT PUSH US, ELSE EVEN THE MARK SHEET COMES WE WILL NOT GIVE IT YOU" their only answer is to wait and they are following... But it is now more that 2 years there is no positive answer.

At last I also contacted the University in RAJ, according to them, The result is out long back .but they do not have any record that .my sister appeared exams.

Now We do not know where to go...

If some one can help me or suggest me something, I will be very thankful.

Please help me ..if i need to take a legal action .how to go about it
