Not providing documents necessary to apply for electric connection and taking Rs 1000 PM instead as electricity bill

Dear Sirs,

I am been suffering with the promoter Mr Chetan Prakash Jindal from the day I made an agreement to buy a flat. After aggreement with the promoter I submitted the agreement to the bank for Loan. The bank complained that the Stamp Paper in the agreement is of 2004 and as per rule, stamp got expired and can only proceed if the stamp paper is changed. I informed the promoter of this anomaly in the stamp paper, but he just nullified it and told that he wont do anything on this. When I told to cancel the registration and return me 10% of the flat value paid as advance, he threatened me that he will not return a paisa to me. Ultimately I got a stamp paper, and proceeded for registration of my flat. Then he asked me extra 50, 000 as interest as I was late on registration. I requested him that this delay was due to the improper stamp paper that he provided. But as usual he was very adamant. I gave him the extra amount and on asking him the receipt of the extra amount, he said that he will not be giving that. Now after getting possesion of the flat he takes Rs 580 pm as maintenance and Rs 1000 pm as electricity bill. Moreover he is not providing me any documents (such as electric bill of the mother meter etc), so that I can apply for my own electric meter. In spite of having a sub-meter, he is charging Rs 1000 PM (no AC) as electricity bill and moreover does not give any receipt of the electricity bill.

This is not the problem of me but many of the flat owners in Kundan Plaza, Rajarhat Road, Kolkata 700059. The old stamp paper issue is also very planned as this has happened to many of the flat owners here. He is operating in a autocratic mode and thinks that that he can do anything. We flat owners are in real problem.

Please help us out of this.
