Admission Cancellation money not yet refunded

I had cancelled admission of my brother from this college on 17th June. The prospectus says that the fees should be refunded on or before 30th day of cancellation of admission. But still the amount has not been refunded nor the authorities are giving a convincing reason for the delay. They are yet not sure when are they going to refund the fees. They are simply eating up interest money received from hundreds of student's who have cancelled their admissions.

Kindly let me know how can i register a formal complaint against the college authorities.
