Certificate of course completion hasnt been given

I, Jubin Mehta, a 3rd year mechanical engineering student from Surat NIT completed a course for Auto-CAD in December... It has been 7 months now and haven't received my certificate of completion yet. Bureaucracy is rampant at the center and in spite of many reminders, no action has been taken. The book which was supposed to be given along with the course also hasn't been given. I paid the complete amount according to their stipulated fees.
