Excess octroi charged

The following item was shipped by ebay to Aurangabad, Maharashtra, India.

The seller shipped the item on 30-Jun-09 The shipping details were:

Courier name: FIRST FLIGHT

Airway bill number: B32108314

The item was worth Rs 5724/- and the invoice was attached along with the shipment.

We were charged octroi at the rate of 4% on an amount of Rs 13500/- (octroi amount Rs 540). The courier person gave us the octroi receipt of Rs 540 and recovered the amount from us.

We beleive the octroi should have been charged on an amount of Rs 5724/- (octroi amount Rs 229).

Any information on getting the excess octroi refunded is most welcome.
