Compensation for late delivery

Everyone out there, I really need help here. I'm an officer in the Armed Forces. I had booked a Maruti Swift Vxi from Popular Vehicles and Servides Ltd, Chennai on 20 MAY by paying the full amount asked by the dealer (Rs 396000/-) as they promised me immediate delivery. But the dealer has not made the delivery till date. The dealer told me that there was some strike in Maruti factory, which was denied by Maruti Customer care call centre. The dealer advised me to change to Maruti Ritz in the first week of September. I agreed as I was ready for anything. But unfortunately till today the dealer has not delivered my car. My shameless agent Mr Rajadurai (Territorial Head, Customer Relations, Popular Chennai) doesn't even answer my calls. Maruti Suzuki is also non helping me. My hands are tied as I'm on duty in Mumbai. On top of everything the dealer says that they will pay me a compensation @ 3% per annum! How could the rate be so low. Please tell me what can I do about this.
