Passing of RTO

I purchased wagon r, Lxi model from Gandhidham Maruti Suzuki delear, Gujarat on 14th August. I am paying Road Tex & Passing chage to Maruti Suzuki Authorised delear. Insuranse amount paying to HDFC cargo Insuranse. But after 15 days no process for RTO passing. Why & what problems?
