Bill paid still mobile service not activated

I am billing customer of MTNL, Mumbai. My number is 9869071123

I have paid my bill through Cheque and which is clear on 24.08.09 but still my service not activated (even today on 28.08.09)

I had spoken with customer care of MTNL which having very poor response as per below :

1 day-

1st call - system not upgrated and they are not able check

2nd call - system not upgrated and they are not able check

2 day -

1st call - system not upgrated and they are not able check

2nd call - system not upgrated and they are not able check

3 day -

1st call - system not upgrated and they are not able check

2nd call - compaint register

4 day -

1st call - not ready to connect me to senior

2nd call - Customer care given number of BKC office where nobody pick up the call

3nd call - Customer care given e-mail id which not responded.

Very poor customer care service.
