Slow speed

I have subscribed for the night unlimited 256 - 2 mbps speed monthly package...

but from the time i have got the connection my internet brwosing and downloading speed does not go more that 10-20 kbps, which is not even one fourth of the package... i have registered several verbal complaints on the mtnl triband help line, but so far all in vain...
