Nondelievery of cylinde

I have booked a cylinder on 27.10.2010 and not yet received the gas as of yet and when i went to the office and asked they told that gas will be delivered in another four days i.e. on 14.11.2010 and after that if we go for booking they tell that it is eligible to book after 20 days of delivery, what can we do if the cylinder is empty. it is very horrible on the part of the gas agency to respond to the consumer like this. if the cylinder is empty what is the plite of common people like me and others when the gas agency do like this
