Delay in obtaining provisional

Sir,

I have completed my mphil in periyar university in oct. I got my marksheet only few days back. This university seems to take more time to give provisional and convocation certificate. Because of the delay i am not able to get qualification approval from the university now i am currently working for. this is not only my case alone but it is the case of my mphil batch also.please do something.
