Pit Holes in new reapi

After letting the road broken for more than 3 years, Just 3 days ago, NMMC had repaired the holes on the road outside NRI Complex, that connects to the Palm Beach Road. This is just near the Traffic Signal.

And when the sack was removed from it after drying, there are same holes as they were before repair.

So did they just pour some sand on that whole which drained away in rains?

Now we have to wait for another 3 years before we get another repair which also need a repair.
