Charger not Working

I bought a NOKIA 1200 mobile from Univercell Anna Nagar Chennai on 06.02.2009. From day 1 charger is not working.

What kind of quality assurance is provided by NOKIA and UNIVECELL???

I purchased a charger in Rs. 60/- from local.
