Cannot activate GPRS

Hi,

I have Cellone sim card for handset Nokia 3110c.please reply in my e-mail adress how to activate it. Ihave tried it multiple times but it says"Subscribe Packet Data First". Please give me complete details to active GPRS or WAP.
