Egarding internet access

I am able to access the internet using browse option... consider this steps...

1) i download one application from internet that is jar file

2) this jar file needs internet to run

3) when the application try to connect it throws internet connection failed...

it throws u must activate the internet settings for java application..

how to activate this...
