Distributer sell set with high vat tax

Sir i am was the dealer of nokia mobile in the meerut . and my complain is that the our disstributr have take high vat tax.suppose the D.P rate of mobile is 6750.00 than he calculate 4./. tax on full amount. i think that vat is value add tax.thN WHY HE CALCULATE TAX ON FULL AMOUNT.
