NSC is not encashed

I took NSC from Kalppakkam P O in Chennai, Tamilnadu and got it transferred to Narora P O in Bhulandsahar, U P. Now i am in Mumbai & submitted an application to Narora P O Through Anusakthinagar P O, Mumbai. But the application was returned telling that money can not be encashed from Narora P O. How and From where my NSC can be encasheed.
