Irresponsible delivery of the Pan Card

Dear Sir,

I had applied for the pan card about one and half months ago. Hoping that it will be delivered to the address specified in the application. But to my horror it was found by a passer-by. He found a kid playing with the card on the road side. Lucky something struck and the passer-by and he had a look at it, and called on the number that was mentioned in the sheet. There was no cover so cannot know who is responsible for the delivery. The application form for the pan card was submitted to the Halassur office of the UTI in Bangalore. This is not a way to deliver the pan card. Kindly see that it does not happen to others.
