PAN Card still not received

Hi, I applied twice for PAN Card. But Still I have not received. First I applied in the month of November. Second application was on January. Both the times it did not come to me. When I went to UTI center they told that they have dispatched it and to call DART Mail. When I called DART Mail they told that they came to my house but it was locked and so they have returned UTI. But the original fact is that they have never come to my house and delivered my PAN Card. I have the PAN number as I checked in the uti website. But I don't have the card
