Eceived Rs. 25/- unlegally after hand over pan card

Respected sir,

A pan card had submitted vide ack no. 031970500020745 dtd 4/4/09. the pan card had been despatched dtd 16 apr by speed post vide AWB NO. EM010618552IN. during the delivery (23/04/09) Rs. 25/-only have been received by postman unlegally in absent of mr. chaman khan.
