PAN Card not received

With reference to

Airway bill no. 2762676652

The tracking result is showing that the PAN card is been delivered on 16th MAy to Awadesh Kumar in Varanasi. But the PAN Card is on the name of Mrs. Permila Mehta and the lady has no relation with named person. Moreover the PAN Card was to be delivered to Bhadohi, a place 45kms away from Varanasi.

Please inform why PAN Card is still not delivered to communication address given.
