Delay in Passport dispatch

I have applied for passport on the date 26-05.

police verification is also completed, on the passport website my passport status is "police verification is clear and expected dispatch. it seen few days back, but now (23.09.2008) it is displayed like "It is to regret that due to unavoidable circumstances the despatch of Passport has been delayed and will now be despatched in a week's time"
