Passport application closing

HI, I applied for passport in june (Application No.- 881260). At the time of police verification i was not available at home. I received a letter from RPO barreilly 6 months back stating that i will have to submit new application form otherwise my application will be closed in a month. I wanted to close the application and i wrote a letter to close the application.

But for the past 4 months I have not received any letter from RPO barreilly. When I enquired on phone they said I will have to come to barreilly for this.

Simply if have not sent the application form again then why are you not closing my application.
