Delay in Passport Dispatch

This is regarding passport delay concern. I have applied for Indian passport on date 27 Jun in Chandigarh regional office, But have not received passport till date (25.12.08). My File Reference no is A04643708. Police enquiry has been also done. When i enquired through internet The comments are showing that "It is to regret that due to unavoidable circumstances the dispatch of Passport has been delayed and will now be dispatched in a week's time". I am getting this status from last two months. Can u please look into this matter and tell me what is the problem?
