Police Report has not been received

Dear Sir,

My brother's wife have applied for a Tatkal passport file no: A028389 (dated:22-6-09, Hyderabad) in Hyderabad. SP signed & police enquiry is done at Nandyal on 18/06/09 & submitted necessary doc's at Hyderabd passport office on 22/06 & I should recieve passport on 26-06, but till now I haven't received the passport & on checking the status it says: Police Report has not been received. Plz suggest me what could be the reason.
