Passport yet not dispatched after 10 months

I have applied for my passport on Jan 6th police inquiry have been done within 3 months (approx) after the submission of the form. Now, from the last 4 month on their site they are stating a message as "To be dispatched by a weeks time".

Please do the needful for me.
