Non acceptance of passport application form for reissue of passprt

Dear sir,

My birth place is Jodhpur the head post office counter clerk first objected in filling the form after removing objections he is telling that form shall be accepted by Nagaur head post office as present address is of Nagaur Disrict. Nagaur head post office says that forms shall be accepted by birth place post office. Kindly guide what is to be done! Take action against defaulter.
