Passport delivery delayed

I had applied for tha passport in Aug 07: file no LKOA12018207.

All the verifications had been done within two months and after that the status was "It is to regret that due to unavoidable circumstances the dispatch of Passport has been delayed and will now be dispatched in a week's time". This status was being displayed for 5-6 months.

Now no information is available abt my application on portal.

Can anybody suggest me what should i do now?

Can i file an RTI application or a case in consumer forum?
