No action has been taken on my complaints

I wants to say that on 31st-Aug i used my ATM card of union bank of india in the ATM machine of corporation bank to withdraw Rs 10000 but my mistake of withdrawing cash Rs 10000 i had recharged my aircel sim by Rs 10000, I got the message of aircel co. of recharge, Aircel-Etop 207:Transantion number bhr09083111341200017 to recharge 9066.18 INR is successful. please check your balance. free Gaane Bajao! call 53000@rs3/min for dialer tones. sender: Aircel-Etop. message center 919854099060sent:31st- Aug 11:34:19.

i am a college student and i belong to a tribal family and i can't afford such a huge expenses on my mobile. I want my money return back because of this accident i would not able to submit admission fee of my younger sister. she qualified in B.sc nursing of RIMS (Ranchi). Due to my mistake her admission yet till pending & my dad not able to borrow such a heavy amount again. I feel very shy because of my mistake my family are in trouble.i went to all three company, 1st of all Aircel send me to corporation bank as well as union bank. They again send me to Aircel office but both bank and Aircel only they suggest me that there is no option to refundable money. but when i asked from other mobile network company such as BSNL, AIRTEL they return money. If they do so then why not Aircel & Union Bank of India do with their mutual understanding. so please help me.
