Banks not willing to give a copy of the CIBIL report

Respected Sir/Madam,

I have tried applying for a Personal loan from different banks however, I have been turned down with an excuse that my CIBIL report is not good. When I ask for a copy I am told that it's not possible.

I have faced this problem with CITI bank, HSBC, HDFC & Barclay's. I need to see the report to understand whats actually wrong with it & how can I fix it. This is all inspite of the fact that the CIBIL site states very clearly about the Consumers right to obtain a copy from the respective Bank.
