Poor broadband speed

Hey dere is undersea internet cable cut so my broadband speed in not even half of original.

Now if we consider it as International problem (and airtel say we cant do anything for it) should not dey reduce the bill for particular month.

I wanna know dat can i file a complain over airtel over dis issue
