Not refunding my advance amount

“IN FIRST MONTH BILL WHEN I CHANGED MY MOBILE NUMBER FROM PREPAID TO POSTPAID, I WAS CHARGED 650.00 (APPROX) AS AN ADVANCE PAYMENT WHICH WILL BE REFUND. TILL THIS MONTH THAT AMOUNT IS NOT REFLECTED IN ANY BILL"

I MADE THE COMPLAINT ON THIS 13th OF THIS MONTH COMPLAINT NUMBER IS 19264568

WHEN I WAS TRYING TO CALL TO CUSTOMER CARE REGARDING THIS, THEY ARE NOT RESPONDING PROPERLY AND ALWAYS THEY ARE SAYING SERVER DOWN OR GIVING WRONG INFORMATION.

I HAVE GIVEN A MAIL TO NODAL OFFICER ALSO BUT NO RESPONSE FROM THAT SIDE.
